  • 6:30 – 7:11 Introduction of our New CNA Council Liaison Yến Huỳnh and Neighborhood Updates.
Larry shared that, on behalf of the CNA, he presented a gift and card for Clark Gilman to acknowledge his contributions to the CNA Larry introduced Yến Huỳnh, the new City Council liaison to the CNA. Larry asked that we share issues that are ongoing in our neighborhoods when we provide our updates.
    • Neighborhood Updates
Jen (DNA) – Inaugural day was quiet, however the Red Lion incident was “trying. We are still figuring out what happened. We held a membership meeting during the Superbowl. Attendance was low. No one on the board follows sports so we didn’t know about the Superbowl. We are rescheduling the meeting. Bruce (NWNA)- West Bay Yards development is moving forward and Oly Ecosystems is working on a restoration project adjacent to West Bay Drive. Daniel Einstein and Oly Ecosystems is challenging SEPA process for West Bay Yards West Bay Crossing lighting is working, and the lighted sculptures are “Quite remarkable”. Melissa (BHNA) – Melissa asked to be informed about West Bay Yards. Yến asked a few questions to understand the issues better. Melissa (BNHA) We are concentrating on maintaining communication. It became clear that face-to-face events are the best way to communicate. We need to get back to those events. I am working on strengthening connections with ENA. Representatives of ONNA are meeting with ENA. Focus is currently on mobility. We are trying to address this issue for all neighborhoods.  Cindy (BNHA) – We canceled our fall general meeting and held our January meeting via ZOOM. It was more successful than expected.  We will try to add a virtual component to our meetings when we go back to in person meetings.  Cindy also spoke about the neighborhood map that was recently sent to council members. Dana (East Bay Drive) – We will hold a board meeting on Wednesday. We held a Zoom mtg last fall that was successful. We are experiencing some car prowls. We have a neighbor watch group in the north end. One of the members had their car broken into and someone spent the night leaving a mess. We are getting the word out to watch for car prowls. Monitoring RV’s on Eastbay Drive. Speeding at night is becoming an issue.  Bob (SCNA) We are monitoring protests. We appreciate the increased police presence. The new building proposal on campus will cut off access to the neighborhood. We are working with the state DES. Our new board is off to a good start. Clydia (WLHNA) – We had a minor conflict about the number of ducks allowed by our covenants. We settled by granting an exception for children. We settled by granting an exception for children. Ward Lake is experiencing an alga bloom. This is early this year, but its abating Helen (CRNA) – Pretty quiet. Denise has resigned so our board is re-organizing. Starting the greens bag program again. Looking for donations. Jim (ENA) – Good participation with next crossing project. We are working t=with the City on Armory preservation. Some member put in a lot of effort to help get the building listed, but it’s going to require funding if the City hopes to acquire the building. ENA has contacted the state legislature to lobby for funding. We are connecting with ONNA on mobility issues and we invited Jenn to our next meeting to share information about the Armory preservation. Connecting with City parks on Lions Park spray park. Comments not being adequately addressed. Concerned about increase traffic and lack of sidewalks and parking. Regarding sidewalks, we decided to focus on a gaps sidewalk gap on 7th street. I understand this has been discussed for decades. ENA is going to start by talking to adjacent property owners. We think we will need flexibility from City on sidewalk standards. John (BENA) – We have been lobbying for 20 years for sidewalks from Division to Crestline. Working with Andrew Beagle with City Transportation. Larry (Nottingham HOA) – We recently held an “infrastructure walk-around” to look at sidewalk and tree problems in the neighborhood. We are also working on the Log Cabin Extension Road. We submitted a preliminary amendment to remove the road from City’s CFP.

The new NPO’s provided brief introductions. Officer John Levitt is assigned to the Eastside and Officer Kory Peirce is assigned to the Westside.  Both spoke briefly about their roles and provided the following e-mail addresses
  • 7:18 – 7:23   City Updates
Yến shared a few additional updates.
    • The City completed the 2020 Point in Time counts. The results will be ready in three weeks and shared with the county and others at that time
    • Council passed three measures related to climate. We passed a resolution declaring a climate emergency, we approved the Thurston County Climate Mitigation Plan and we approved an interlocal agreement with Thurston County, the City of Lacey, the City of Tumwater and TRPC for implementation of the Climate Mitigation Plan.
    • Several City advisory boards need members. 
Lydia – Matching grant 2021 materials are on our web site. The deadline for applications is March 22nd at 5:00 pm. I will hold a virtual workshop to provide information to applicants. That workshop is scheduled for tomorrow evening at 7:00 pm.

Mike Reid, the City’s Economic Development Director proved a presentation on the City’s economic position and the impacts of the pandemic.

Yến discussed her desire to spend more time on individual comments for members and also reminded us to also mention what’s going well from our perspectives. Melissa mentioned that we had requested presentations and other materials in advance so that we can get through the presentations more quickly and have a more informed discussion. Jenn mentioned a very positive presentation from the City about the efforts to preserve the Armory. 8:31              Meeting Adjourned  PDF Minutes
